	Public Announcement
	This is to inform the general public that the Royal Monetary Authority of Bhutan will be increasing the volume of RMA Bills from Nu. 100 million to Nu. 1,000 million and the rate of return on the bills has also been enhanced from existing 3.5 to 5 percent per annum.

	Notification
	The RMA would like to inform the general public that the entitlement of foreign exchange in the context of Medical Travel Abroad (MTA) for the medical treatment shall be completely based on the approval accorded from JDWNRH Referral Committee where the illness cannot be treated in Bhutan and India.

	In line with the decision arrived during the 57th Board Meeting held on 14th December 2008, the Royal Monetary Authority of Bhutan has decided to issue an “in-principle approval” to Druk PNB Bank Ltd with immediate effect.

	RMA gives “in-principle” approval to Bhutan Development Finance Corporation Ltd
	In line with the decision arrived during the 57th Board Meeting held on 14th December 2008,

	RMA gives “in-principle” approval to Tashi Bank Ltd.
	In line with the decision arrived during the 57th Board Meeting held on December 14, 2008 the Royal Monetary Authority of Bhutan has decided to issue an “in-principle” approval to Tashi Bank Ltd. with immediate effect.

	RMA gives “in-principle” approval to Bhutan Insurance Company Ltd.
	In line with the decision arrived during the 57th Board Meeting held on 14th December 2008, the Royal Monetary Authority of Bhutan have decided to issue an “in-principle” approval to Bhutan Insurance Company Ltd. with immediate effect.

	RMA defers the issue of “in-principle” approval to Samden Bank.
	The Royal Monetary Authority (RMA) during the 57th Board Meeting held on December 14, 2008 has reviewed the proposal submitted by Samden Group to establish a commercial bank in Bhutan.

	Pyramid Scheme Notification
	Further to our earlier notifications, we would like to caution the public once again against getting/being deceived into participating in Pyramid Schemes. It has come to our notice that despite repeated caution, such schemes under various names are spreading in the country. “Basil International Limited” is one agency operating such scheme in the country

Working Group Report on Bank Service Charge

Until now applications of service charges were left to the individual banks. However, the general public has made complain to the RMA about the exorbitant bank service charges being levied on the customers and a need to review the service charges was felt very necessary. Given the low level of infrastructure in the banking sector and the kind of monopoly the banks enjoy, the service charges remained sky high.

Request for Proposal ( RFP)

The Royal Monetary Authority (RMA) in its effort to improve the Payment Systems of Bhutan is in the process of setting up National Electronic Clearing Service (NECS) and National Electronic Fund Transfer System (NEFT). RMA intends to procure the necessary and required hardware infrastructure including the third party tools and expand its existing network topology to meet the implementation of NECS and NEFT in a cost effective manner
